The bishops are appointed by the POPE in their roles as pastors of a diocese. They are the pastors in their parochial territories, the POPE is the Vicar of Christ representative of the living God and with this power the Bishop can say who can and cannot preach in his territory.

The Holy Spirit is free, but, if someone is full of the Spirit’s power, he will always support the hierarchy of the Church, when this does not happen, it signifies that the person in question is outside the true grace and his spirit is not of truth of the union as that which is the true Spirit of God.

Therefore, we should each time that we invite a preacher or a Catholic singer demand that he or she presents us with a card of presentation of his bishop and origin and of his parish, with these we may be asured that the true Catholic doctrine is preached and that it is respected in the diocese of origin and in the diocese of the event.

I know a lot of preachers that present themselves with a card from their bishop of origin indicating that his preachings are blessed. Asking for such a card is not disrespecting the person, it is preventing future bad understanding with the hierarchy of the Church.
